About the Department of Transport (DoT)

The Department of Transport (DoT) leads the development of safe, integrated and efficient transport systems for the people of Western Australia.

Coordinating the State’s transport operations, strategic planning and policy development, and delivering safe and sustainable transport services and projects across all modes of transport – roads, railways, air travel, paths and waterways.

DoT also collaborates with other government agencies, private organisations, industry partners and the community to deliver safe and sustainable transport solutions that make Western Australia a great place to live, work and visit.

With more than 1,800 employees, DoT has the expertise to connect people and places to keep Western Australia moving toward a safer, healthier, and sustainable future.

The challenge

DoT manages a diverse portfolio of grant programs that distribute millions of dollars to support local and regional initiatives across the state. These grants enable individuals, organisations, schools and communities to deliver airport upgrades, cycling infrastructure, coastal protection, promote active transport in schools, and improve access to driver licensing for regional and remote communities.

With its various DoT grants programs each using a different management system, the need was identified to procure a centralised grants management system to streamline grant processes while providing consistent and effective program oversight.

The solution

Following a competitive process, DoT selected OmniStar as its preferred grants management solution. OmniStar was implemented as a complete Software as a Service (SaaS) solution delivering comprehensive security and seamless functionality in a highly configurable software platform.

The solution provides DoT with an end-to-end grants management platform to simultaneously manage multiple grant programs with different rounds and stages and provide fully online application processes with configurable forms and secure document uploads.

The outcome

The Connecting Schools Grants, Regional Airports Development Scheme, Recreational Boating Facilities Scheme, Coastal Adaptation and Protection Grants, WA Bicycle Network Grants program, WA Bike Month grants and the Driving Access and Equity Program are now managed through a modern, efficient, and secure grants management solution.

Grant program administrators and managers have complete visibility into their own grant programs, with role-based access controls and automated workflows improving efficiency. Configurable forms and templates enable rapid deployment of new programs, supported by comprehensive audit trails that ensure compliance with Government requirements.

For grant applicants, the system provides an intuitive online application process accessible 24/7 with clear visibility of application status and requirements, secure document submission, and consistent communication throughout the grant lifecycle.

The system complies with WCAG 2.0 accessibility requirements and maintains Australian data sovereignty with the highest security standards.
